Let started:

Open everything (also the filter) in PSP
Pick the 2 colours from a tube
Dark on front light behind

Foreground becomes gradient
Radial angle 0 repeats 6

Open a new layer
600x450 transparent
Fill with the gradient
Adjust Gaussian blur 25

Scenery tube
Copy & paste as a new layer
Duplicate 2x

Activate raster 2
Distortion effects wind 54 right
Opacity 61

Activate the first copy
Distortion effects wind 54 left
Opacity 51

Go to the second copy
Move it a bit to the left and move down
(don’t touch the borders)
Opacity 70
Locked the last (raster 1) layer
Merge visible
Opacity 75

Go to the woman tube
Copy & paste as a new layer
Mirror
Place right in the corner
Blend mode luminance legacy
Opacity 65

Merge all layers
New layer
Fill with the dark colour

Layer- new mask layer- from image
Look for the mask

Merge group
Duplicate layer
Merge down

Edge effects enhance
Drop shadow: 2/2/100/2

Copy & paste as a new layer
I placed it in the left corner
Repeats drop shadow

Place your watermark
When you want you can write a text on it……
Save as JPG
