Let's start:

Open the Image and the tube into PSP
Resize them to the size I told in the begon
Adjust sharpness unsharp mask 1/64/1

Pick 2 colours from the Image not the tube
Light is the foreground colour
dark is the background colour
The colours may be very different from eachother

Border 2 pix dark
Border 2 pix Light
Border 2 pix dark

Border 20 pix different color
Foreground becomes a gradient
Radial angle 0 repeat 8
Select the bprder with the magic wand:

Tolerance 0 feather 0

Fill the border with the gradient
Plug-in Ggraphic Plus Cut Glass

Inner bevel

Ctrl D

Border 4 pix light
Border 4 pix dark
Border 4 pix light

Border 40 pix different color
Select with magic wand (same settings)

Background becomes to be a silver pattren
angle 0 skale 100
Fill the border with the pattren

Plug-in Graphic Plus Old Photo
Repeat the inner bevel

Border 6 pix light
Border 6 pix dark

Border 60 pix different colour
Select with the magic wand
Fill the border with the silver pattren
Plug-in Funhouse Ring Tile

Activate the woman tube resize with 105%
Copy and paste as a new layer
place here in the right bottom corner
Drop shadow default settings

Duplicate
Mirror

Place a watermark
Merge all layers
Plug-in Xero Porcelian

Resize 400px height
Adjust-> Sharpness-> unsharp mask 1/64/1
Repeat this once again

Save as JPEG
