Let's start:

Open all tubes in PSP and take 2 colours from your image
(because of the name from the tut I took purple....
Do you like a other color then purple it is possible to LOL )

Open a new layer 800x600pix
Fill this with your dark colour

Plug-ins Mura meister Clouds
These settings:
Light is white
FG light colour
BG dark colour
Change the switches to:
First 2 on 100 the thirth on 3 and the rest on 0
Don't change the rest

Go to the Eifeltower tube
Copy and paste as a new layer

Blend mode luminance legacy

Activate the pick tool
pull the tube to right and left

Move a bit higher

Go to the tube Champs-Elysees
Copy and paste as a enw layer

Blend Mode Luminace
Repeat the step 2 part with the pick tool

When you look at the Eifeltower you see a dark part we are going to delete that
with the ereaser
Size: 230/ Hardness 38/ step 10/Density/ Thickness 100/ Opacity 61

Click a few times so that the Eifeltower becomes lighter

Tube Misted woman Face from @nn
Copy and paste as a new layer

Move the tube to the left( the face may touch the tower)
Opacity 32
Move down

Activate the upper layer
Go to the Face from Julia
Copie and paste as a new layer

We move the tube to the border on the right site (over the border)
and Pull her from the left under corner (of the selection) to the bottom

Opacity 18
With the ereaser we ereas some of her face
(settings are okay)
move down

Merge all layers
Xero Porcelian default settings
FM Tile Tools Blend Emboss default settings

Plug-in AAA Frame Texture settings:
40/0/0/1/100

repeat but change the first switch to 10

Resize 90%
