Let's start:

Open all the tubes into PSP
Pick 2 colours from a tube
Open a new layer transparent 600x400 pix

The foreground become a gradient (light colour)
Linear angle 45 repeats 0
Fill the layer with this gradient

Go to the beach scenery
Copy and paste as a new layer
Place this tube to the right side
We make the the tube a bit bigger whit the help of the Pick tool (K key)
to the left and above

Opacity 75

Go to the rocks tube
Copy and paste as a new layer
Move to the bottom left corner
Move down
Merge down

Go to the couple tube
When you use a other tube make this
to the size 395px

Copy and paste as a new layer
2x duplicate

Go to the original layer
Distortion effects wind 100 right
Opacity 71

Activate the first copy
Plug-in DSB Flux Radiaal Noise
default settings
Opacity 55
Activate the second tube

Resize 90%
place the tube against the edge
Drop shadow -6/-5/67/16

Swing Bold
Size 48 Vector

Inner bevel default settings
Repeat the drop shadow

Merge all layers
Border 1 pix black
Plugin AAA Frame Photo Frame
Change only the top slider to 20

Place your watermark
Save as JPG
